Variable refresh rate solves a real problem. The branding around it is the confusing part.
The problem all three are solving
Your graphics hardware produces frames at an irregular rate. A fixed-refresh display asks for them at a perfectly regular one. When those disagree you get tearing, or you cap the frame rate and get stutter instead.
Variable refresh rate lets the display wait for the frame rather than the frame wait for the display. It is one of the few genuinely transformative display features, because it fixes a problem you have been unconsciously tolerating.
One idea, three sets of branding
VESA defines Adaptive-Sync as the underlying display standard. AMD FreeSync and NVIDIA G-SYNC are vendor programmes layered on top, each with certification tiers. VRR as specified in HDMI 2.1 is the route current consoles use.
They are not four different technologies solving four different problems. They are branding and certification over the same core idea, which is why the marketing is more confusing than the engineering.
What the certification tiers actually buy you
The tiers generally encode a tested refresh range and additional requirements at the higher levels. That matters because the useful part of VRR is the range, not the presence of a logo.
A panel advertising variable refresh over a narrow window delivers much less than one with a wide range, and the range is the specification worth finding.
The low frame rate question
VRR has a lower bound. Below it, the technique stops working unless the display or driver compensates, typically by repeating frames.
This is the specification detail that separates a good implementation from a nominal one, and it is exactly the sort of thing omitted from retail listings. If a panel’s range starts high, the feature does least at the frame rates where you most need it.
On console it is simpler
Current consoles use the HDMI 2.1 VRR feature. What you need is a display that supports it over HDMI, with the feature enabled — it is frequently off by default, and buried in a picture or game settings menu.

How to buy
Confirm the panel supports variable refresh over the connection you will actually use. Find the supported range, not just the badge. Confirm your graphics hardware or console supports it over that connection.
Then enable it, and verify it is running — most platforms expose an indicator or an information overlay.
